Moskalenko Vitaliy Fedorovych was born on the 25th of January, 1949, in c. Kremenchug, Poltava region.
In 1972 he graduated from treatment faculty at Kharkiv medical institute.
During 1973-1975 he served in Soviet Army as a military doctor in the Far East (Khabarovsk region, USSR).
He started his labor activity as a doctor – anesthesiologist - resuscitation specialist at clinical hospital No 27 in c. Kharkiv, worked as the doctor (1975-1978) and head at infarction department of this hospital (1978-1980).
He studied at post-graduateship on internal diseases by correspondence at Kharkiv medical institute, after graduation from it in 1982 he defended the dissertation to acquire the scientific degree for candidate of medicine by topic “Clinical instrumental and hemodynamic characteristics of acute heart failure at cardiac infarction”.
Since 1980 until 1990 he worked at party authorities in c. Kharkiv and in region at the posts of instructor, consultant on issues of health care, social protection, medical education and science.
In 1990 he was appointed to the post of pro-rector for treatment work at Kharkiv institute for improvement of doctors and as the assistant professor at department of cardiology and functional diagnostics at this establishment on part-time basis. In 1994 due to the results of the contest he was elected to the post of the head at Chief department of health care and social issues at Kharkiv city executive committee.
Since 1997 he was the assistant of city mayor on issues of activity of executive authorities at Kharkiv city Council, head at Chief department of health care and social issues, and since 1998 – assistant of city mayor in c. Kharkiv, head at Chief administration on humanitarian and social issues.
In 1998 he was appointed to the post of deputy Minister of health care of Ukraine, and in 1999 – first deputy Minister of health care of Ukraine.
The minister of health care of Ukraine in the Government, headed by the Prime-Minister V.A. Yushchenko, since January 2000 until May 2001, in the Government, headed by the Prime-Minister A.K. Kinakh, - since May 2001 until November 2002.
In 2001 he defended the dissertation to acquire the scientific degree for doctor of medicine by topic “Medical social aspects for liquidation of consequences from ecological catastrophe in the megapolis”.
Since December 2002 until July 2003 – councilor of the President of Ukraine.
In 2003 and 2010 due to the results of the contest he was elected to the post of the rector of O.O. Bogomolets National medical university.
In 2004 – head at department of social medicine and health care of O.O. Bogomolets National medical university.

In 2001 due to the errand from the President and Government of Ukraine V.F. Moskalenko made the speech at special session of UN General Assembly, devoted to issues of struggle against HIV/AIDS.
In 2002 he was elected to the post of the Vice-president of the World Assembly of health care and a member in Board of Directors of Global fund on struggle against AIDS, tuberculosis and malaria. For many times he voted at international forums, devoted to issues on struggle against tobacco smoking (Poland), abuse of alcohol (Sweden), HIV/AIDS (Spain), liquidation of consequences from breakdown at ChNPP (USA).
Since 2009 – member of WHO’s committee on policy and coordination for Special program of scientific researches, developments and trainings of scientific staff in the sphere of population reproduction.
He is a member of the Scientific Council on theoretical and preventive medicine at Presidium of AMS of Ukraine (since 2003), Committee of State prizes of Ukraine in the sphere of science and technology (since 2001), Collegium of Ministry of Health care of Ukraine (since 1999), deputy chairman in council of rectors at Kyiv higher schools’ center (since 2003), chairman of Ukrainian association of specialists on social medicine and organizers of health care (2008); chief non-staff specialist of Ministry of Health care of Ukraine on organization and management of health care (since 2009).
The chief editor of scientific practical magazines “Scientific herald of O.O. Bogomolets National medical university” (since 2004), “Eastern European magazine of public health” (since 2008), chairman of editorial council of Ukrainian scientific medical magazine for youth; member in editorial boards and councils of 23 scientific, scientific practical and public medical periodicals (magazines), editorial board of medical newspaper of Ukraine “Vashe zdorovye” (“Your health”).

Author of over 1,000 scientific works, including 38 monographs.
His scientific activity embraces social medicine, organization and management of health service, therapy and cardiology. He proved, elaborated and introduced new approaches to the reformation of medicine. He actively initiated and applied interdepartmental strategies and program-aimed method in the health service as the basis for the further development of the national and state programs. Under supervision of V.F. Moskalenko the program-purpose-oriented approach in formation of the main priorities in health care in the country was implemented in the sphere. He was the author of more than 20 national, state, as well as departmental programs on the most important directions for development of the industry. On his initiative and with his direct assistance the Concept on development and health care of population in Ukraine (2000), Interdepartmental complex program “Health of the nation” for 2002-2011 (2002), Complex measures on application of the family medicine into the system of health service (2000) was developed, the package of official symbols of Ministry of Health care of Ukraine, which is valid until now, was established. He grounded the modern conceptual model for composition of regulatory legal base for health care of Ukraine, thanks to which the systematic character for formation of legal field in medical sphere. The scientific developments were the basics for the Concept on formation of the uniform medical space, Concept on development of health care of population in c. Kyiv, Concept on development of higher medical education in Ukraine, Concept on development of the system for management of quality in medical aid to the population of Ukraine.
At the initiative of V.F. Moskalenko 2001 year in the state was announced as “Year for health care of population in Ukraine”, 2002 – “Year for struggle against AIDS”, the Interdepartmental coordination council at Ministry of Health Care of Ukraine on issues of interdepartmental interactions of health care establishments that was the start for formation of the uniform medical space in Ukraine.
The package of official symbols of Ministry of Health care of Ukraine, which is valid until now, was established for the first time under supervision of Moskalenko V.F.
He scientifically grounded the approaches to solve a number of medical social problems under extreme conditions of liquidation of consequences from technological disaster in large scales, issues on diagnostics, treatment and prophylaxis of acute heart failure at cardiac infarction and its complications. The rating assessment for activity and provision of health care establishments with resources, as well as the state rating of higher medical (pharmaceutical) educational establishments due to the main characteristics of activity was developed under his supervision, the regulatory, methodical and informational provision for implementation of statements in Bologna declaration is carried out into educational process and coordination of this activity among higher medical (pharmaceutical) educational establishments of Ukraine that was highly assessed by the experts from WHO and WFME.
Within the scientific accompaniment for Interdepartmental complex program “Health of Nation” for 2002-2011, the academician of NAMS of Ukraine, professor Moskalenko V.F. grounded the principles and approaches to establish the optimal model for health care system, offered the algorithm for its composition, determined the conditions for success in its realization, which are described in the monograph “Principles for composition of optimal health care system: Ukrainian context”.
It was proved the necessity to strengthen the prophylactic direction in the health care, transfer from medical to social prophylaxis, scientifically grounded the conceptual principles for modern prophylactic strategy of global complex integral intersectoral interdepartmental system for prophylaxis of vertical and horizontal direction, which are described in monograph “Conceptual principles for formation of prophylactic strategies in health care: from medical to social prophylaxis”.
Due to the invitation from the leading European scientific and educational establishments, Moskalenko V.F. read the lectures at Oxford university (Great Britain), Federation of private hospitals in France, Caroline institute (Sweden), General directorate on health care of Norway and Norwegian institute of public health (Norway).
The results from researches and developments are described in over 150 reports and speeches at scientific forums of different levels, including in 44 – abroad, in particular, in Great Britain, Georgia, Spain, Norway, RSA, Poland, Portugal, Russian Federation, USA, Croatia, France, and Sweden.
He was rewarded with the order of Yaroslav the Wise of the fifth degree (2004) and fourth degree (2009), the jubilee medal “For the courage and love for Motherland”, (Russian Federation, 1998), two jubilee orders “Christ’s Nativity – 2000” of the Ist degree (2000), the medal named after M.D. Strazhesko “For services in Health Care” (2001), token “High achiever of education in Ukraine” (2004), token “For significant contribution into teaching and education of children in Ukraine” of the Ist degree (2004), the order “For the revival of the spirituality” (2004), the order of Venerable Nestor the Chronicler of the third degree (2004), the Great Golden Medal of World Academy of medicine by Albert Schweitzer (2005), the medal of the Ukrainian federation of scientists (2006), Certificate of merit of the Verkhovna Rada of Ukraine (2006), Golden Star of World Academy of medicine by Albert Schweitzer (2007), M.I. Pirogov order (2008), medal “For assistance to Armed Forces of Ukraine”. He has the honorary title “Ambassador of Peace” (2006) as acknowledged by Interreligious and international federation “For peace in the whole world”, in 2010 due to the decision from World Academy of medicine by Albert Schweitzer, Moskalenko V.F. was awarded with the title of professor of philosophy Honoris Causa.
In 2010 the academician of NAMS of Ukraine Moskalenko V.F. was awarded with the highest reward of Ukrainian orthodox church – Decoration of father superior.
On 29.10.2010 the collective of the university unanimously elected the academician of NAMS of Ukraine Moskalenko V.F. to the post of the rector at O.O. Bogomolets NMU. |
