². General Provisions

1.1. The Admission commission of Bogomolets National medical university (further in the text the Admission commission) created for students’ admission for studies. The term of authority of the Admission commission makes one year.

The admission commission works in the conditions of democracy, transparency and openness, in accordance with position about the Admission commission and annual plan which become firmly established by the head of higher educational establishment.

1.2. Statute about the Admission commission should be approved by the rector of the National medical university and it must specify a quantitative structure of committee which is necessary for making a decision. The decisions of admission commission of University are made as protocols which should be signed by a chairman and a responsible secretary of the Admission commission.

1.3. The structure of Admission committee of Bogomolets National medical university is to be approved by the order of a rector of Bogomolets National medical university who is a head of the commission.

The head of the Admission commission bears the personal responsibility for implementation of the tasks set for the Admission commission and realization of its functions.

In the structure of the Admission commission enter:

  • vice-chairman of the Admission commission;
  • responsible secretary of the Admission commission;
  • deputies of responsible secretary of the Admission commission by work assignments;
  • Admission commission members.

A vice-chairman of the Admission commission is a pro-rector of scientific pedagogical work.

The responsible secretary of the Admission commission and his deputies are to be appointed by the head of the Admission commission out of number of the leading scientific pedagogical staff of Bogomolets National Medical University.

The members of the Admission commission are deans (deputies of deans) of faculties, chairman of subject (cyclic) commissions. The leading scientific pedagogical workers can also be appointed to it. The number of members is set due to necessity.

In the structure of the Admission commission can be included the representatives of local organs of executive power and self-government, enterprises, establishments and organizations for which the training of specialists is made.

1.4. The following subsections of the Admission commission are create by the order of head of the Admission commission:

  • subject examination commissions, professional attestation commissions and commissions for the interview tests, or other subsections which are responsible for providing the entrance tests;
  • appellate commission;

For work in structure of functional subsections of the Admission commission the most experienced, skilled and conscientious scientific pedagogical (training) employees of the National medical university.

Subject examination commissions and commissions for running of interview are created in cases, specified by the Terms of admission to higher educational establishments of Ukraine (farther in the text - Terms of admission) for carrying out of competitive entrance tests at an entry for studies on the educational qualifying levels of specialist of medical direction on the basis of complete universal secondary education. It is allowed to include in the structure of these commissions the workers of other educational establishments, research establishments, by recommendation of guidance at their direct-labor location.

Results of preliminary examinations and creative competitions for entrants, who enter on the basis of complete general secondary education, are estimated on a scale from 100 to 200 points.

The programs of preliminary examinations (creative competitions) are to be developed and approved by a higher educational establishment not later as four months prior to beginning of reception of documents.

Professional attestation commissions are created for fulfilling the competitive professional entrance tests for an entry for studies on the basis of earlier obtained educational qualifying levels. It is allowed to include the scientific pedagogical workers of other educational establishments in the structure of these commissions.

The programs of competitive professional entrance tests are developed and approved by Bogomolets NMU (National Medical University) not later than four months prior to beginning of reception of documents. At a reception for studies for the receipt of educational qualifying level of specialist. The list of additional indexes of competitive selection is determined by the rules of reception to University.

An appeal commission is created for consideration of appeals of university entrants. The head of appellate commission is a pro-rector of scientific pedagogical work of the University. At a reception for studies on the basis of general secondary education (also complete) appellate committee structure is formed out of a number of the leading scientific pedagogical (pedagogical) workers of University and teachers of system of general secondary education of the region, who are not the members of subject commission of Bogomolets NMU. The order of work of appellate commission is determined by special order which is established by the head of the Admission commission.

1.5. In the structure of the Admission commission of higher educational establishment it is not allowed to include persons, who enter this higher educational establishment in a current year.

1.6. List of technical workers who are admitted to work for providing of activity of the Admission commission and it functional subsections is to be approved by the order of a leader out of a number of scientific pedagogical and scientific and technical workers and educational-auxiliary personnel of Bogomolets National medical university.

1.7. The Order about the Admission committee structure approval is to be issued by the rector of the Bogomolets National medical university not later than on December, 31 of year which is preceded an entrance campaign, and about the selection, subject examination, professional attestation, appellate commissions and other subsections - not later than two months to the beginning of reception of applications and documents for studies.

1.8. Structure of functional subsections of the Admission commission, and also of technical workers, except for members who are included to it in obedience with position requirements, is to be renewed annually less than on the third part of it.

 

²². Basic tasks and duties of the Admission commission

2.1. An admission commission develops, in accordance with Terms of reception, the Rules of reception to Bogomolets NMU (farther – Rules of reception), that should be approved by the rector of the University not later than November, 1 of calendar year which is preceded the year of reception for the studies of entrants, and which should be coordinated with the Department of education and science of Ukraine.

2.2. Admission commission:

2.2.1 provides report for entrants, their parents, and general public on all questions of entering into higher educational establishment;

2.2.2 organizes the reception of applications and documents, makes a decision about admitting of entrants to participating in a competition (prior participating in entrance tests);

2.2.3 organizes the selection of creative competition of works of persons, who enter in directions of training (specialties) of areas of knowledge, specified by Terms of reception, and due to its results makes a decision about admitting of participants to participating in a competition;

2.2.4 co-ordinates activity of all subsections of higher educational establishment concerning training and run of competitive selection;

2.2.5 organizes and makes consultations of university entrants on questions of entry for studies and consultation on questions of choice of direction of training (specialties), which most proper for capabilities, inclinations and level of training of university entrant;

2.2.6 carries out control of work of all the subsections of the Admission commission, examines and approves their decisions;

2.2.7 organizes and controls the activity of technical, informative and domestic services concerning conditioning for fulfilling of entrance campaign;

2.2.8 makes a decision about including the students in the structure according to the forms of studies and financing.

2.3. All decisions of the Admission commission are to be made in accordance with the legislation of Ukraine, Terms of reception, Rules of reception, Regulations of higher educational establishment, with presence of minimum two third of the Admission commission by a simple majority of voices and in proper time should be put into consideration of entrants.

²²². Organization of work of the Admission commission

3.1. The reception of applications and documents of entrants is to be made in terms, specified by Terms of reception to higher educational establishments of Ukraine and by Rules of reception and are registered in the threaded, numbered register book of Bogomolets NMU, in which it should be written down:

  • sequence number (and/or number of the personal file);
  • last name, name and patronymic;
  • home address;
  • male/female;
  • year of birth;
  • document about the obtained education, its series, number and date of issue, name of educational establishment;
  • a number of certificate of the Ukrainian center of evaluation of quality of education and sum of points according to the subjects specified by the rules of reception for an entry to selected direction of training (specialty) by an university entrant;
  • average rating of document about complete general secondary education,
  • reasons by which an entrant was refused in participating in competition and registered for studies.

In case of necessity the Admission commission can make a decision about entering in the book of registration the additional report about the entrant.

A receipt is given out to the entrant about the reception of his documents with a signature of responsible secretary (his deputy), sealed by the University (Admission commission) stamp. A refuse in registration of application from an entrant is not allowed, but for the cases of violation of current legislation of Ukraine and absence of the documents specified by the Rules of reception for registration of entrant.

During the registration of applications from university entrants with the use of automated systems of registration, the pages of registration book are to be printed at the end of working day and every page is to be signed by the responsible secretary of the Admission commission of the University (or by his deputy), it should be numbered and fixed in the general registration book. Upon termination of reception of documents the registration book is to be closed by the signatures of a head of the Admission commission of Bogomolets NMU and by the responsible secretary and sealed by University stamp or Admission commission seal. In the registration book there should not be any corrections, crossing out and blank lines.

3.2. The admission commission at its meeting makes a decision and informs the entrant in a writing form about his admitting to participating in a competition (as a result of external independent evaluation of knowledge of university entrant, confirmed by the certificate of the Ukrainian center of independent external evaluation of quality of education, interview, as a result of entrance tests, that conducts University in accordance with Terms of reception, put, out of competition and others like that).

3.3. For organizing the entrance tests the examination groups are formed by University in the order of receipt (registrations) of documents. The amount of persons in groups is determined by admission commission (30 persons). The pass of special form specified by the admission commission is given to the persons who are registered for entrance tests.

3.4. The curriculum of entrance tests which are carried out Bogomolets NMU becomes firmly established the head of admission commission and promulgated on the stand of the Admission commission not later, as three days prior to their beginning. Time and place of entrance test registers in a time-table.

 

IV. Organization and running of admission tests

4.1. Chairmen of subject examination or professional attestation commissions or other subsections which are responsible for the entrance tests annually prepare necessary examination materials: programs of entrance tests which are carried out University, examination tickets, to the test of task and others like that. The texts of all of materials become firmly established the head of admission commission not later as month prior to beginning of entrance tests.

Entrance tests (including interview) which are carried out by University, at a reception for studies on the basis of complete general secondary education are carried out for some groups of entrants on the basis of programs of entrance tests of general school subjects and must answer the program of general educational establishments of Ukraine.

The programs of creative competitions and tests from subjects, which general on-line tutorials absent from, are developed University and become firmly established a rector, but not later as four months prior to beginning of reception of documents.

Ratified the test of task and other examination materials are circulated in a necessary amount and must be saved as documents of the severe accounting.

4.2. Report about the order of entrance tests which are performed by the University should be reported to entrants along with the Rules of reception in the current year.

During the entrance tests which are performed by the University, a quiet and calm atmosphere must be kept, and possibility should be provided to the entrants to demonstrate the best level of their knowledge and abilities.

Extraneous persons without permission of a head of the Admission commission are not allowed to be in the rooms where entrance tests are taking place.

4.3. An entrance test on every discipline in form of interview with every university entrant should be made by not less than two members of commission.

During the interview the examiners register the rightness of answers in the sheet of interview, which after the completion of interview are to be signed by the examiners and by the entrant.

Report about the results of interview is to be reported to the entrant in the day of its performance.

4.4. The entrance subject tests that are performed by Bogomolets NMU in cases specified by the Terms of reception for every entrant should be accepted by not less than two examiners.

4.5. Writing examination-papers (including draft copies) are to be executed on papers with the stamp of Bogomolets NMU. The features and signs which could expose the authorship of work are not allowed on the papers. The last name of entrant is specified only on a title page.

The forms of papers of interview, writing answers as well as the title papers with the stamp of educational establishment are to be saved by a responsible secretary of the Admission commission Bogomolets NMU, who gives them in a necessary amount directly to the head of examination commission before the beginning of examination.

During the entrance tests with using the computing engineering the results of test with tasks and answers are to be printed on papers and should be signed by the entrant.

4.6. For the writing entrance tests the following norms of time periods are set (in astronomic hours):

  • On subjects at testing : language and literature - 1 hour;
  • history of Ukraine - 1 hour;
  • mathematics - 2 hours;
  • biology, physics, - 3 hours.

4.7. During the entrance tests it is forbid by the University to use the electronic means of report, textbooks, train aids and other materials, if they are not allowed by the decision of the Admission commission. In case of using by an entrant the report (including by a prompt) extraneous sources during the test, he is expelled from participating in tests, and an act is to be made about it. The examiners specify the reason of removal and time on the rejected examination work-paper. At verification this work-paper is to be decoded and for it an unsatisfactory estimation mark is proposed regardless of written volume and context.

4.8. After the completion of writing test tasks by the entrant, the examiners are under an obligation to verify the rightness of registration of title sheet with the sheet of test tasks.

Entrant who did not come to the entrance test without presenting a good reason in the proper time, are not allowed to participating in further tests and competitions. After presenting a good reason which is to be proved by documents, the entrant can be admitted to participating in the skipped entrance tests with permission of the Admission commission within the limits of the set time of testing.

The persons who did not manage in time of writing test (testing) to complete the examination tasks must present them unfinished.

Upon exam completion the head of subject (examination or professional attestation) commission passes all examination-papers to the responsible secretary of the Admission commission.

4.9. The responsible secretary of the Admission commission register the writing works, for that the digital code is put on a title sheet and on every sheet of writing answers, and also on an examination list. In cases when during check of the writing examination-papers is found out the work-paper, on which there are the special signs which can expose authorship of work, this work is not registered and is additionally checked not only by an examiner but by the head of subject examination commission as well.

After registering of the title sheets they are saved in the safe-box of the responsible secretary of the Admission commission till completion of verification of all the works, and later the sheets of writing answers are passed to the head of subject examination commission along with the signed register list, who distributes them between the members of subject examination commission for verification.

4.10. Verification of writing works (test tasks) is to be performed only in the premises of higher educational establishment by the members of subject examination commission and must be completed till the beginning of the next working day of the Admission commission.

In some cases (if the work-paper was not registered or there were made remark to an entrant during the time of examination and others like that), the responsible secretary of the Admission commission or the head of subject examination commission enlist two examiners by permission of the Admission commission for verification of such tests.

4.11. The head of subject (examination or professional attestation) commission carries out a guidance and control over work of members of commission, additionally checks up the writing works, which are qualified by the examiners according to the 100-points grade scale of evaluation of knowledge (from 100 to 200 points) less than 124 points, or more than 175 points, and on the 12-points grade scale of evaluation of knowledge (from 1 to 12 points) - less than 4 points, or more than 10 points, and also 5% of other works and the rightness of the proposed estimation he ratifies by his signature.

The cases of further change of the estimations level (as a result of additional verification, or after the conclusions of appellate commission) are to be verified by the signature of the head of subject (examination or professional attestation) commission, by a writing explanation of the examiner and become firmly approved by the decision of the Admission commission.

4.12. The checked writing works and the filled in examination report lists with register codes and signatures of the examiners are submitted by the head of subject examination commission to the responsible secretary of the Admission commission of higher educational establishment or his deputy, who makes decoding of works and inscribe the last names of entrants in the list.

4.13. The certificates of the Ukrainian center of evaluation of quality of education with the results of entrance tests of the persons, who passed the exams to higher educational establishment, are saved in their personal files. Writing examination-papers, papers of interview and verbal answers of entrants, can be terminated under the Act after the first semester of studies.

4.14. Retaking of entrance tests with the purpose of increase of estimation is not allowed. The entrants whose knowledge was appraised with points, below middle level (less than 124 points by a 100-points scale (from 100 to 200 points) (or less than 4 points by a 12-points scale) are not allowed to further taking of entrance tests and participating in a competition.

4.15. The appeal of entrant concerning an examination estimation, received on entrance probation in the University (farther in text - the appeal) should be given personally in terms set by the Admission commission for presentation of appeals (in the day of announcement of results).

An appeal is examined in the day of its presentation in the presence of entrant, but not later than next day after its presentation.

The additional questioning of university entrants at consideration of appeals is not allowed.

The order of presentation and consideration of appeal must be reported through means of evident agitation (mass report) into consideration of university entrants till the beginning of entrance tests.

 

V . The matriculation of students

5.1. The list of students recommended for matriculation is to be promulgated by the Admission commission in accordance with the total sum of the collected points by every university entrant in terms set by Rules of reception. In a list there should be the grounds for providing the recommendations concerning matriculation according to the forms of financing of studies.

Persons, who in the set term (five days) did not give to the Admission commission the certificate of the Ukrainian center of evaluation of quality of education, originals of documents, about an educational (educational qualification) level, supplement to it in state standard and medical certificate, lose a right to be register for studies on facilities of the state budget, and also for studies due to state favorable long-term credits.

For registering for studies due to money funds of physical or legal persons an entrant along with a application for entry for studies has a right to provide to the Admission commission the notarized copy of certificate of the Ukrainian center of evaluation of quality of education, document, about the educational (educational qualification) level of state standard and supplement to it and a copy of medical certificate on condition of his simultaneous studies in this or other educational establishment in other educational professional program of training and form of studies. The copies of documents are saved in higher educational establishment during all the period of studies along with the original of certificate of higher educational establishment in which the originals of documents are saved. The certificate is given out on call of student by higher educational establishment in which the originals of afore-mentioned documents are saved.

5.2. The decision of Admission commission about the registering of students for studies is made at its meeting and should be designed by a protocol in which the terms of registering are specified (without a competition, as a result of interview, as a result of participating in a competition etc.).

5.3. On the basis of decision of the Admission commission the leader of higher educational establishment gives out an order about register of students, the report about registration is reported to the entrants by means of visual report.

5.4. The registered students on their request receive the certificate of standard form for resigning from work due to the entering into higher educational establishment. A writing report is sent to the students who live in another city about their registering for studies.

5.5. A certificate about the results of their participating in a competition (entrance tests) is given out on their request to the persons who are not registered for studies on the 100-points scale (or on a 12-points scale) of evaluation of knowledge for participating in a competition concerning entering to another higher educational establishment.

Work of the Admission commission is completed by the report of the Responsible secretary on the results of reception of students for studies and is approved at the meeting of Scientific Council of Bogomolets National Medical University.

Interference in activity of the Admission commission by public, political and other organizations, parties and units is not allowed.
