O.O. Bogomolets

National Medical University

 

 

1. General Provisions.

1.1. Internal Regulations governing basic rights and duties, norms of conduct and relationship for teachers, students, graduate students and university staff. In addition, these rules stipulate organization and working time of the staff and students, measures of punishment and encourage of team members.

1.2. Rules of conduct of students at National Medical University are developed under Provisions of state higher educational institution, regulations of the Ministry of Education and Science and the Ministry of Health of Ukraine, the University Statute, which regulate the academic, research and educational work of students in higher educational institutions.

1.3. The main objective of the Regulations is to create optimal conditions for student to master their profession, making a socially responsible, creative person, morally, mentally and physically healthy generation of citizens of Ukraine, the formation of citizenship, patriotism, dignity, willingness to work, to ensure high ethical norms of coexistence, the atmosphere of friendliness and mutual respect between students, professors and university employees.

1.4. Ignorance of the Regulations does not exempt from their execution and does not take disciplinary liability for breaching of these Regulations.

1.5. Implementation of the Regulations is binding upon all students, including students and foreigners.

1.6. Amendments to these Regulations are made by Rector of the University in coordination with the Student’s Parliament and Students’ Union Committee.

1.7. Internal Regulations of O. O. Bogomolets National Medical University are based on typical internal regulations for employees of state higher educational institutions (approved by order of the Minister of Education and Science of Ukraine ¹ 455 from 0.12.93), the Statute, in accordance with the law and Labor Code provisions.

1.8. Rector and the University administration, within their prerogatives, and in cases required by applicable law and Internal Regulations, jointly or in consultation with the Union Committee settle all questions related to the implementation of Internal Regulations.

1.9. These Regulations are binding upon employees, teachers and students, postgraduates, doctoral students and all others who work or are in the territory of the University.

 

1.10. Internal Regulations should promote the maintenance of educational discipline, efficient use of study time, improve the quality of the educational process.

1.11. These Regulations are binding upon all persons who study and work at the University - students, graduate students, doctoral candidates, aspirants, participants (Law "On higher and post high school vocational education" from ¹), as well as for university entrants.

1.12. Internal Regulations of O. O. Bogomolets National Medical University after consideration by the Office of the Academic Council | meeting | of the University are approved by the Rector of the University including student’s motivated opinion of Students’ Union Committee and Student’s Parliament.

1.13. ""Internal Regulations in student’s dormitories" is part of this document and are presented in Appendix 1.

2. Procedure of hiring and dismissal from work, admitting and expelling from study.

2.1. Procedures of hiring and dismissal of employees from the university.

Workers and officials are taken to the university under a labor contract or agreements on a competitive basis, in accordance with the current legislation clause 24 Labor Code. Presenting taking of persons on the staff are submitting on the rector's name by heads of subdivisions. Administration shall require the documents provided by current legislation from persons who are to be hired to the University.

2.2. Filling positions of higher-education teaching personnel is carrying out on a competitive basis, according to "Regulations on the procedure of election and hiring academic staff of higher educational institutions of the third and fourth levels of accreditation," approved by the Decree of the Ministry of Education and Science of Ukraine.

Deans of faculties are elected by the Academic Council of the faculty by secret ballot for 5 years from among the higher-education teaching personnel who hold academic degree of professor, associate professor and degree in accordance with the Law of Ukraine "On higher education", University Statute and the Interim Regulations on the election and hiring deans of faculties among of the most experienced associate professors.

Taking of an employees on the staff is issued according to the order of the University and announcing to the employee with written acknowledgement of receipt .

2.3. When taking an employee on the job or in case of transfer to another position Administration in accordance with Article 29. of Labor Code must:

  • inform the employee about the position description, working conditions, to explain his rights and obligations under written acknowledgement of receipt;
  • inform the employee about the Internal Regulations and peculiarities of the educational process at the University;
  • assign employee a jobsite, provide him with necessary supplies;
  • instruct an employees and acquaint with safety regulations, fire protection and other job safety rules.

2.4. Termination of labour agreement (contract) is carrying out in accordance with Article. 36-39, 40.41 of Labour Code. Termination of labour contract issued by the order of the University. Day of dismissal is the last day of work. Administration on the day of release shall issue to the employee his/her work record book and carry out with him the final settling of accounts.

2.5. The procedure of admitting, transfer, dismissal and renovation of students according to the order of the University in accordance with the regulations of the Ministry of Education and Science of Ukraine.

2.6. In graduate course are accepted people with master's or specialist’s degree. Terms and conditions of admission to postgraduate courses are determined the relevant provisions developed by the University.

3. Basic rights and obligations of the University Administration.

3.1. University, represented by Rector and its other bodies and officials have the following basic rights:

  • implement educational programs in accordance with the licenses obtained;

  • independently develop and approve the admission procedure in the part not contrary to law and admission procedure, established by the Ministry of Education and Science of Ukraine;

  • carry out excess tasks (planed figures) of admission, training specialists of appropriate level of education with paying training costs, to provide additional paid educational services (training for additional educational programs, teaching special courses disciplines and cycles disciplines, and other services) not provided by appropriate educational programs and state educational standards, under contracts with legal and (or) natural persons;

  • negotiate and conclude agreements with representative bodies of those who study at the University;

  • encourage people who study and work at the University to academic excellence;

  • demand from persons who study at the University of compliance with the Statute, Internal Regulations, Regulations of fire safety, Regulations of residence in the dormitory, orders of the Rector and other local regulations of the University, the performance of the duties listed in paragraph 4 of this Regulations, diligent attitude to the property of the University;

  • bring people who study at the University of disciplinary and material responsibility in order |concord| with the legislation of Ukraine, the Statute of O. O. Bogomolets National Medical University, Internal Regulations and other regulations of the University;

  • adopt local regulations of the University.

3.2. The University administration is obliged to follow and adhere to:

  • Constitution and current legislation of Ukraine;
  • Regulations of the Ministry of Education and Science of Ukraine, Ministry of Health of Ukraine;
  • Statute of O. O. Bogomolets National Medical University, Internal Regulations and other regulations of the University.

3.3. The University administration is obliged to:

      • Ensure the work of university’s employees so that each work within his/her specialty, skills, have secured jobsite for him/her.
      • At the beginning of the academic year to develop staff schedule of the University and provide it to all subdivisions.
      • In proper time inform teachers their staff schedule , approve for the next academic year Individual plans for teachers and schedule of tutorial classes for students on presentation of departments.
      • In proper time give employees tasks, provide them with all necessary materials, equipment, working clothing, create healthy safe working conditions.
      • To create conditions for improving training, meet the requirements of modern industry, science, technology culture of the work, prospects for their development and scientific organization of labor; to organize the study and implementation of modern teaching methods.
      • In proper time consider and implement the suggestions of teaching personnel and other staff and students , intending for improving the work of the University, to implement the decisions of University Administration and the Academic Council.
      • To improve working conditions, obey Labor Code, ensure proper maintenance of all equipment and create working conditions in accordance with the rules of labor protection, occupational safety and health standards.
      • Ensure the maintenance in good technical condition of premises, heating systems, lighting, ventilation equipment, to create normal conditions for storing outerwear of the university’s staff, post-graduate students and trainees.
      • Constantly take control over compliance by the staff, students, graduate students, interns, clinical residents, other employees labor and educational discipline, safety, sanitation and hygiene, fire protection requirements. Ensure the timely providing of all employees of the University with theirs holidays.
      • At the beginning of the academic year notify teachers of their annual load for the next academic year. In a fixed time period accounting department should pay staff their salaries to and students, postgraduate students and doctoral candidates of the university their scholarship.
      • In proper time conduct certification of workers, which is provided by normative regulations, decide issues of the promotion of the best employees, to ensure dissemination of good practices. Organize training courses for university’s staff.
      • Encourage the establishment of collective creative atmosphere, to develop and support initiatives and activity of employees, fully using operational meeting; in proper time consider criticisms of teachers, other staff and students and inform them about decisions made and actions taken.
      • To carry out duties under the collective labor agreement, attentively think about the needs and requests of the university’s staff, students, postgraduate students and doctoral candidates, take care of their living conditions.
      • In every way maintain and develop the initiative and activity of students and others who study and work at the University, to promote their participation in University management, completely use meetings, conferences and other forms of social activity.

4. Principal obligations of the university’s staff.

4.1. The list of obligations (works), which performs every employee in their specialties, qualifications or positions is determined by job contract’s conditions and regulations, approved in due course, and also qualifying positions’ informational reference books , office employees wage-rates and skills handbooks.

4.2 General obligations of the University’s staff:

  • In an honest manner perform professional duties, laid on them by labor agreement.
  • To work honestly and conscientiously, observe labor discipline, timely and accurately fulfill orders of the administration, established norms of labor, use all of time for productive work, to avoid actions that interfere with other employees to perform their assigned duties.
  • To observe the rules of Internal regulations of the University, the safety requirements, ensuring labor and fire safety, production sanitary, occupational health, provided by relevant rules and instructions, work in work clothes, safety shoes, use the necessary means of individual and collective protection.
  • Take immediate measures to eliminate the causes and conditions that hinder or impede the normal operation, and immediately notify the administration of the University.
  • Follow established procedures of storing material valuables and documents.
  • Keep the property of the University, effectively use the equipment, carefully treat with instruments, property of other employees, measuring instruments, working clothes and other items issued for use by employees, economically and efficiently use raw materials, energy, fuel and other material resources.
  • Keep place of work, equipment and devices in good conditions, and transfer them to the next officer in good condition, clean and in working order, and keep clean in the premises and at the territory of the University.
  • Behave with dignity, do not use profanity, adhere to the Statute of the University, Internal regulations at work and dormitory.
  • Undergo mandatory for residents of Ukraine vaccination against infectious diseases.
  • Immediately inform the University or line manager about situations, that presents a threat to human life and health, the preservation of property of the University (accident, natural disaster).

4.3. Higher-education teaching personnel of the University is obliged to:

  • follow the implementation of classes schedule and schedule of consultations with students and postgraduate students;
  • maintain a high academic level of study and methodical work in their specialization;
  • conduct research studies and participate in their implementation;
  • promote cultural and spiritual development of students;
  • extend the theoretical and practical knowledge, improve the methods of conducting classes with students;
  • improve teaching skills and to train scientists and teachers;
  • assist students in organizing their independent work, manage the research work of students;
  • once every five years undergo one of the types of professional development;
  • continuously in the learning process and beyond it carrying out educational work in student’s environment;
  • abide by the rules of ethics and morality, universal human and Christian principles of mutual relations, to behave with honor, follow the rules of communication, refrain from actions which would prevent other employees to perform their assigned duties.

5. The fundamental rights of students and other categories of persons, studying at the University.

5. 1. Students and other categories of persons studying at the University have the right to:

  • choose educational form;
  • safe and harmless conditions of studying, work and life;
  • work activities in extracurricular time;
  • additional paid holidays in connection with studies of primary employment, shorter working hours and other benefits provided by legislation for persons who combine work and studies;
  • use educational, scientific, production, cultural, sports, consumer databases, libraries, information databases, services of educational, scientific, medical and other subdepartments of the University;
  • participation in research, research and constructive jobs, conferences, symposiums, exhibitions, contests, presenting their work for publication;
  • participate in the discussion and decision issues on improving the educational process, research work, awarding scholarships, organization of leisure, everyday life, health improvement;
  • provide suggestions on the terms and size of tuition fees;
  • participation in the association of citizens;
  • selection of subjects within the specialty, provided by educational and vocational training program and work curriculum;
  • participation in creation of individual curriculum;
  • moral and (or) financial incentives for academic achievement and active participation in research work;
  • protection from all forms of exploitation, physical and psychological violence;
  • free usage in higher educational of libraries, information databases, services of educational, scientific, medical and other subdivisions of the University;
  • take holiday leave with length not less than eight calendar weeks;
  • participation in discussing and deciding important issues of the University’s activity, including by means of public organizations and the authorities of the University;
  • present their work for publication, particularly in the publications of the University;
  • appeal against the orders and directives of the University Administration in established by legislation of Ukraine order;
  • social benefits provided to those who are studying at the University in accordance with current legislation;
  • transfer from one specialty or direction to another specialty or direction of training within the University as prescribed in regulations of the University.

 

5.2. Students of higher educational institutions, who are studying full-time (daytime) form of education are entitled to price reductions in transport and on the dormitory according to the procedure, established by the Cabinet of Ministers of Ukraine.

5.3. Students of higher educational institutions are eligible for receiving scholarships awarded by legal and natural persons who sent them for studying and other grants under the legislation.

6. Duties of persons who are studying at higher educational institutions

6.1. Students and other categories of persons who are studying at the University are obligated to:

  • follow instructions of teachers, administration, the student’s self- government bodies;
  • abide by laws, Statutes and Internal Regulations of higher educational institution;
  • systematically and deeply acquire theoretical knowledge and practical skills in the chosen specialty;
  • follow a schedule of the educational process and curriculum requirements;
  • attend mandatory classes and perform on time all kinds of tasks provided for curriculum programs;
  • students of 3-5 courses have the right to of fulfill the curriculum on an individual schedule, agreed with professors and approved by the dean of faculty;
  • comply with Internal Regulations and rules of the University and rules of settlement residence in the dormitories of the university;
  • accurately treat to university property (equipment, educational equipment, books, devices, facilities) as well as documents (student ID, students’ record book, an individual curriculum, pass to the dormitory, a library card, etc.). Nothing can be taken out of laboratories, educational and other facilities without permission of the administration does not pass with;
  • adhere to standards of ethics and morality, to behave with dignity, to refrain from actions which would interfere with other students or professors to carry out their duties.
  • keep cleaned order in the premises, comply with ethical rules of conduct and communication;
  • in case of missed classes, students must notify the dean or his deputy, stating the reasons for crossing studies.

5.3. If you cause damage to property of the University (including third party property, for which the University is liable) student or other person who studies at the University reimburse it in accordance with the current legislation of Ukraine.

 

6. Training procedure

6.1. At the University is set five-day academic week.

6.2. Start time of classes and students’ schedule are established order of the Rector. For other categories start time and schedule are established by the heads of major academic University’s departments.

6.3. Classes at the University are held according to schedule, curriculum and programs.

Training schedule is made for a semester and is put up not later than 3 working days before the beginning of each semester.

6.4. Ñêîðî÷åííÿ òðèâàëîñò³ êàí³êóë, âñòàíîâëåíèõ íàâ÷àëüíèìè ïëàíàìè, íå äîïóñêàºòüñÿ.

6.6. Do not allowed to interrupt classes, enter and go out off the lecture hall during its conduction.

6.7. For conducting practical trainings in lecture halls, laboratories, clinics the course is divided into groups or subgroups. The composition of student groups and subgroups is formed in accordance with the established procedure.

6.8.Group leader is elected with students and is approved by the Dean of faculty. Group leader subordinates directly to Deputy Dean of the faculty and curator of the group, Course Leader (Stream). He informs his group about all orders and instructions of dean’s office, department, and University administration. The functions of leader include:

  • personal registers of attendance’s record by students of all classes;
  • keep a register of students’ attendance;
  • submission of registers to sign by the professor after finishing of each lesson;
  • weekly submission of registers to Vice-dean;
  • at the end of each semester submission of registers of attendance’s records in dean’s office;
  • tracking the state of educational discipline in a group during lectures, seminars and practical trainings, as well as the preservation of educational facilities and equipment;
  • inform the dean’s office of student’s absence in the classroom;
  • represent the interests of groups of students in the Student Faculty Council;
  • timely organization of the process of receiving by students’ group textbooks and manuals;
  • notification of students about the changes made to schedule of training sessions;
  • assign for every day man on duty of the group;
  • control over the timely receipt and issuing scholarships to students of the group.

Order of the leader within the abovementioned functions are equally binding for all students of the group.

7. Working time management.

7.1. Organization of the work of all structural units of the University is in the competence of managers of related divisions.

7.2. Functional responsibilities of each subsection and its employees are governed by the provisions and staff instructions for the employees , and they are developed by the administration of the University;

7.3. The duration of working day for scientific, educational, and administrative and official staff is 8 hours at 5-day working week .Under Article 50 of the Labor Code for individuals working in hazardous conditions is set shorter working day in accordance with current legislation.

7.4. For higher-education teaching personnel the duration of working time is regulated by the timetable and schedule of consultations on the basis that the average weekly working time is 36 hours. Scientific-methodical work of the lecturer is done by individual plan.

7.5. The work of the lecture provides for the mandatory implementation of academic load (schedule and consultation) teaching, research and educational work in the volumes provided by individual plans. Second job should be carried out in free time from primary occupation.

7.6. Control over the implementation of schedule of the teachers is imposed on Heads of the departments.

7.7. Control over adhere to schedule and individual plans by teachers is carried out by heads of the department, deans and training directorate. The results of all types of control are taken into account when extending the contract.

7.8. Classes start time of students and work of employees of scientific and commercial subdivisions shall be established annually. Lunch time for staff who are not involved in the learning process, lasts from 13.00 to 14.00 .

In consultation with trade union organizations to individual employees and groups of workers can be set a different start time and end of work.

7.9. Schedule of work of training end administrative divisions’ staff is developed by heads subdivisions based on the conditions of the educational process and is approved by Rector of the University.

7.10. About absence for work for valid reasons, the employee should inform head of departments. Substitution of the teacher is usually carried out by the department with the knowledge of teaching department and dean’s office. If such substitution cannot be carried out, it can be organized by teaching department in consultation with the Head of the department.

7.11. Employees, who appeared to work in a drunken state, are not allowed to work and the possibility of their further work will be decided by the University administration under current legislation.

7.12. Involving workers in the off-hour job can be realized in exceptional cases provided by the legislation and only with the consent of the trade union organization of the university. The lessons, exams, credits at weekends is not considered overtime work.

7.13. In labour hours it is prohibited to:

  • involve employees for public orders;
  • convene meetings, conferences, connected with the public work;
  • to send an employee without his consent in pursuance of works not covered by his official Instruction.

7.14. Priority of providing annually main holidays is regulated by the administration, governed with the consent of the trade union committee. Teacher staff enjoy the priority right for a vacation in summer period. Schedule of vacations is working out not later than December 15 of each year and brought to the attention of all employees of the University.


8. Requirements for keeping order in the premises and at the territory of the University.

8.1. Responsibility for ensuring normal conditions of labor in the university’s premises (the presence of appropriate furniture, equipment, maintaining the temperature, lighting, etc.) rests with administrative supply department. Responsibility for proper order in the laboratories and offices, serviceability of equipment and devices, their preparation for classes rests with heads of the departments and laboratories.

8.2. Protection of buildings, property and responsibility for their firefighting state by the order of Rector relies on the university protection service, executive employees of administrative supply staff according to representation of Rector for administrative work.

8.3. Keys from all of the University premises must be in building on duty man and give out according to the list under the order.

Employees who receive keys and return them must sign in the relevant register and affix time. Pass keys from other building and use another ones is strictly prohibited.

8.5. Teachers, who conduct classes, group and stream’s leaders are responsible for keeping of good order, cleanliness and maintenance of property at the time of classes.

8.6. In the premises of the University are prohibited to:

  • walk in outerwear, in hats, shorts, beach dresses;
  • talk loudly, make noise, run through the corridors during the classes;
  • open doors and enter the classroom during class, remove outerwear in the classroom, during class use mobile phones, radios, etc.;
  • be at the territory of the University in a state of alcoholic, drugs or other toxic intoxication, drinking alcoholic beverages and low-alcohol beverages, gambling, curse;
  • contaminate the premises, including stick gum, do scratches and inscriptions on the walls and tables, etc.;
  • smoke in all buildings of the University. At the territory of the University special smoking areas are equipped for smoking.
  • stay on campus after 22 :00 without special permission.
  • conduct agitation of political and religious content;
  • conduct public events in the University premises without permission;
  • bring in the building of the University pets;
  • illegally enter the business premises of structural units;
  • enter the auditorium with food, drinks and there food;
  • singing, playing musical instruments during the learning process.

8.7. For official and personnel matters Rector, Vic- rectors and Deans of faculties set reception days and hours for meeting with employees, students and visitors of the University.

8.8. Texts of the Internal Regulations, reception visitors schedule, hours for students’ solitary work are placed in special stands near the respective premises.

8.9. The University administration will organize guarding of educational establishments, maintenance of equipment, inventory and other property, and maintain necessary order in buildings and at the territory of the University.

8.10. Termination of access to all University buildings, except for Duty Shift Service, is regulated by the head of guards under the current order of the Rector.

8.11. Work in the research units and departments of the University after the established by the Rector order about time, are held as an exception only with permission of the Vice-rector of the mandatory notification of Security agency.

Changing the mode of operation is carried out according to separate order of the Rector.

8.12. Pass on campus is governed by the Regulations to implement the access mode.

8.13. Pass on campus is made under certificate of established form, permanent, temporary and one occasional passes.

8.14. Applicant (student) during submitting the documents is passed in the presence of passport and diploma of secondary (higher) education.

8.15. Applicant during passing the exams is passed by the issued examination letters.

8.16. Vehicles owned by the University, are passed on campus for passes of fixed |established| sample. Other vehicles (cars with food | for canteens and cafeteria etc.) are passed or by special permit of Pro-rector for administrative supply department of the University or his deputy, or by lists approved by them.

8.17. Entrance to campus by private cars without special permission of the Rector is prohibited (except removal of ill staff and student, etc.).

8.18. Taking out and removal of equipment, devices, hardware, etc. on the basis of material pass of established form, signed by heads of departments and persons who bear material liability, and sealed with the seal of the University or structural unit.

8.19. Security of the University is entitled to check the conformity of goods, imported and exported by vehicles (as well as take in and take out), or hand luggage specified in stock delivery notes, material passes or other documents, which following goods.

8.22. In order to meet the requirements of Internal Regulations of the University in the evening and night period, and on weekends and holidays are appointed on duty men, responsible duty administration, the University, faculty. All orders of responsible on duty men who are on campus, are to be executed in priority order and especially in case of threat of origin of emergency situations.

9. Encouragement for success in work and study.

9.1. For exemplary pursuance of their official duties, long-term excellent work and other achievements in the work, and achievements in teaching, active social work, staff and students can be applied encouragement provided by current legislation.

9.2. Encouragement is announced the order of the Rector of the University, informed to the employees and students at a meeting of the staff or groups of students with appropriate putting records in work record cards.

9.3. To encourage the university’s staff to increase the quality of work are used various forms of material and moral incentives of work and studying.

9.4. For the purpose of material incentives of the best workers is used wage-funds savings and scholarship fund, which seek to give bonuses and social benefits.

Administrator of these funds is Rector of the University.

9.5. At the University are provides the following forms of material incentives and student employees:

  • single employee performance bonus;
  • bonuses under Regulations, developed and approved by the Academic Council of the University;
  • giving bonuses to employees of structural units from the fund of salary savings;
  • Personal wage increment of certain employees for the increased volume of work performed according to the information of the head of the unit or certifying commission;
  • Personal rate of wage increment for complexity and tension at the work and performing additional work in the presence of fund salaries saving according to information of certifying commission.

9.6. Material incentives for workers is made according to achieved successes in work, based on information of the head of the unit to the Rector of the University according to developed provisions.

9.7. Material incentives of students, postgraduate students and doctoral candidates for success in study, research and public work is carrying out from the part of the Scholarship Fund saving by the Rector of the University under information of dean and coordinating with Student’s Parliament and (or) Students’ Union Committee.

10. Responsibility for violation of labor and studying discipline.

10.1. University administration, after Students’ Parliament and Students’ Union Committee approval, is authorized to administer material, disciplinary and administrative penalties such as warnings, reprimands, severe reprimands and up to expulsion from dormitory, firing and expulsion from the university (depending on the violation) in case of contract terms violation, labor and studying discipline, inappropriate obligations accomplishment, being drunk at work, using alcohol drinks within the premises of the University, being brought to responsibility by the representatives of the internal affairs bodies at the territory of the university or out of it, not meeting the requirements of order protect service, loosing official documents or IDs, violation of Internal behavior Regulations and rules of settling and living at the dormitories.

10.2. Disciplinary penalties are to be administered by Rector of the University and issued in the form of order. Rector has a right to apply disciplinary penalty to the student (reprimand, warning) for loosing student’s documents (ID, record book, pass).

10.3. In case of Credit and Examination Record documents forgery students are to be administered the next penalties: reprimand or expel from the University.

10.4. The administration of the University has a right to pass the case about discipline violation to the consideration of the structural unit collective instead of administering disciplinary punishment.

10.5. While administering the penalty the severity of the guilt, the circumstances of the deed, the previous work and behavior of the worker (student) should be taken into consideration.

10.6. The penalty administering order is considered to be issued after signing by the worker and in the special cases the collective is informed.

10.7. Disciplinary penalty, particularly expulsion, can be administered to the student or other person, which is studying at the university, after receiving the written explanation from him. Disciplinary penalty is to be accomplished not later than six months since the day the guilt has been revealed and not later than six months since the day the deed has been done, excluding the time of illness and holidays. It is not allowed to expel student or other person, which is studying at the university, during the illness, holidays, sabbatical year or maternity leave. If a student, aspirant or other person, which is studying at the university, during the year since the day of penalty administering has not being administered the new penalty, he will be considered as not administered the disciplinary penalty.

10.8. Students and other categories of persons, which are studying at the University, can be expelled from the University:

1) by own will, particularly due to transfer to the other educational institution;

2) initiated by the administration because of:

  • academic failure;
  • violation the Statute of O.O. Bogomolets National Medical University;
  • violation of Internal Regulations;
  • fire safety rules violation;
  • rules of living at the dormitory violation and (or) not fulfillment the obligations of Accommodation agreement;
  • not fulfillment the obligations of the Agreement (for those who study on the basis of Agreement which foreseen the payment for the study).

Expulsion by own will is to be executed in the term not longer than a month since the date of application has been applied by the student or other person, which is studying at the University.

Expulsion for violation of Internal Regulations, Fire safety rules, Rules of living at the dormitory is executing with consideration of Students’ Parliament in the presence of “Act on violation of Internal Regulations” of set form.

10.9. Gross violations list of the Statute of National Medical University, Internal Regulations, Fire safety rules, Rules of living at the dormitory, pass regime, which, as a rule, lead to disciplinary penalties (even expel):

  • non-fulfillment of the academic curriculum in defined terms without reasonable excuse;
  • regularly class missing without reasonable reasons;
  • play cards, other gambling on campus;
  • splitting alcohol and low-alcoholic drinks;
  • being under the influence of alcohol, drugs or other intoxications on the campus;
  • premeditated damaging or stealing of University’s property;
  • using of pyrotechnics on the campus;
  • violation of Fire safety rules, Usage of elevators and Electrical safety rules, which could have caused to hard consequences;
  • ribaldry, using explicit lyrics (in the informational nets and in local nets of the faculties and dormitories too);
  • unauthorized enter (break) into the informational net of the University;
  • malicious disobeying to the lawful requirements of the security department workers, first respond and fire fighting departments workers, representatives of students self-government bodies.
  • handing over of the University or dormitory pass to the other person;
  • forgery of the documents issued by the University: passes on campus and buildings of the University, credits and examination lists, referrals, references etc.;
  • repeated caption for smocking in prohibited place.

11. The order of adoption and implementation of Internal Regulations.

11.1. The Internal Regulations are discussed and adopted at the Academic Council of O.O. Bogomolets National Medical University.
