1. What legislative and normatively legal documents regulate the admission campaign?
The organizing and run of admission commission campaign is regulated by Law of Ukraine «About the higher education», by the terms of admission process to the higher educational establishments of Ukraine in 2011, which are approved by the Order of Department of education and science of Ukraine dated 19.10.2010 under N 961 and ratified by Ministry of justice of Ukraine on 28.10.2010 under N 999/19294; By exemplary provision about the admission commission of higher educational establishments in Ukraine, ratified by an order of Department of education and science of Ukraine, dated 22.03.2010 under N 225, and also by the Rules of admission which can be developed by any higher educational establishment and should be approved by Department of education and science, youth and sport activity.
The features of reception (to the selection) to the higher soldiery educational establishments (military educational subdivisions of higher educational establishments), to other higher educational establishments concerning training of the citizens for taking of the subsequent service by contract on positions of officer (non-commission officer, petty officer) or chief staff are specified by the normative legal acts of central organs of executive power, which have such establishments in their submission, on a concordance with Ministry of education and science, youth and sport activity.
2. What educational establishments are included in the system of higher education?
The system of higher education includes higher educational establishments of I-II levels of accreditation (professional schools, technical schools, colleges) and higher educational establishments of III-IV levels of accreditation (institutes, conservatory, academies, universities).
3. At what educational qualifying levels is higher education received?
The higher education of educational-qualifying level of junior specialist is obtained in professional schools, technical schools, colleges; and the bachelor, specialist, master's degree - in institutes, conservatories, academies, universities.
4. What education is needed for an entry for studies by different educational qualifying levels?
An entry for studies by the educational qualifying level of junior specialist is carried out on the basis of basic schooling (9 classes) and complete (11 classes) general secondary education, and also on the basis of educational qualifying level of skilled worker with the brief term of studies.
An entry for studies for the educational qualifying level of bachelor is carried out on the basis of the complete general secondary education, and also on the basis of educational qualifying level of junior specialist with the brief term of studies.
An entry for studies for the educational qualifying level of specialist - on the basis of educational qualifying level of bachelor, for the educational qualifying level of master's degree - on the basis of educational qualifying level of bachelor or specialist, and for specialty of medical and veterinary medical directions - also on the basis of complete general secondary education.
5. What money funds are needed to get the higher education?
The higher education in the state and communal higher educational establishments is obtained due to charges of state and local budgets - after a government order, and also due to money funds of physical, legal persons. In private ones - only due to funds of physical, legal persons.
Besides, in higher educational establishments regardless of patterns of ownership it is possible to study due to state favourable long-term credits, the order of grant of which is regulated by the decision of Ministry Cabinet of Ukraine dated 16.06.2003 N 916 «About the Order of grant a special purpose of favourable state credits for the receipt of higher education»
6. Who has a right to enter the higher educational establishments of Ukraine?
The citizens of Ukraine, persons without citizenship, who are on territory of Ukraine on legal grounds, and also foreign citizens can enter the higher educational establishments of Ukraine.
7. Who has a right to get higher education gratis?
The citizens of Ukraine have a right to get higher education gratis in state and communal educational establishments on competitive basis, if before they had not obtained and are not obtaining in a time of run of the competition of the proper educational qualifying level at cost of the state or local budget.
To get higher education gratis in other direction (by specialty) of the same educational qualifying level the citizens of Ukraine have a right in state and communal educational establishments, if they due to their health state lost an opportunity to carry out the official or professional duties according to the received before qualification which fact is confirmed by the conclusions of medic-social expert commission.
8. What are the forms of studies of higher education?
The studies in higher educational establishments are carried out by full-time attendance, correspondence study (distance education) and by non-residence forms of education.
9. What are the terms of reception of applications and documents for an entry on the basis of certificates to higher educational establishments?
The terms of reception of applications and documents are the following:
The 1-st of July is beginning of reception of applications and documents;
July, 17 is the end of reception of applications and documents from the persons, who must pass creative competitions in higher educational establishments;
July, 10 - 31 is the terms of run of creative competitions by higher educational establishment (can be made in several sessions);
July, 22 is completion of reception of applications and documents from persons, who have a right to pass preliminary examinations, that are made by higher educational establishment;
July, 23 - 31 is a term of run of preliminary examinations by higher educational establishment;
July, 31 is completion of reception of applications and documents from persons, who do not pass preliminary examinations and creative competitions.
The reception of entrants is carried out on the basis of compulsory and complete general secondary education of the daily form of studies:
due a government order not later than August, 10;
due to money funds of physical and legal persons - after taking to places of government order of the proper direction (specialities), but not later than August, 25.
10. What documents must a university entrant personally provide at presentation of application for an entry to the higher educational establishment?
An entrant presents personally:
document of state standard about the educational (qualification) level obtained earlier and a supplement to it, on basis of which the entering is carried out;
certificate (certificates) of the Ukrainian center of evaluation of quality of education (for entrants on the basis of complete general secondary education);
a medical certificate of form 086-o;
a passport of citizen of Ukraine (a passport of citizen of Ukraine for travelling abroad, military certificate or registration certificate, a birth certificate - for persons who does not have a passport due to age, or other document which certifies personality and citizenship).
NOTE that an entrant’s application and documents can be provided in an electronic form through the system «Electronic admission 2011».
In case of including to the list of students the entrant is obliged to provide the original documents in terms specified by the Rules of reception.
11. Who can notarize the copy of documents which are given by an entrant?
All the copies of documents should be approved according to the originals by the admission (selection) commission of higher educational establishment to which they are given, or in the way specified by the legislation (materially).
12. Can the documents be rejected if an entrant has all notarized copies of documents, but there are no originals of the proper documents?
Yes, in such case an admission commission can refuse acceptance of documents. The copies of any documents without the originals are not examined.
13. Can the documents be rejected, if there is no registration certificate (military certificate)?
An admission commission can refuse in the reception of documents. All male citizens of Ukraine (except for the youths of 1995 and junior) must have an obligatory document which is added to the application it is a military ticket or certification about a registration to the area, in which there must be a note about taking on a military account (postscript to the living area).
14. What term of validity of medical certificate of a form 086-o and what to do if after a diagnosis the studies on chosen direction of training are contra-indicated to the entrant?
The term of validity of medical certificate of a form 086-o is one year. It is possible to enter the studies on any direction (specialty), but, if the studies are contra-indicated for a university entrant and the state of health can worsen and there could be problems with employment, the higher educational establishment would not be responsible for this.
15. Are the certificates of past years valid?
The entrants have a right to provide the certificate of the Ukrainian center of evaluation of quality of education issued in 2011, or certificates or their copies as of 2008, or 2009, or 2010.
16. What forms of entrance tests can be at entering into higher educational establishments of Ukraine?
An entrance test is a verification of level of knowledge, abilities and skills of persons on a competitive subject of educational discipline on the program of higher educational establishment, level of capabilities of the certain core of activity, which is carried out with the purpose of evaluation of the specified level for a competitive selection to higher educational establishment in form of external independent evaluation, entrance examination, creative competition or professional test.
17. What competitive subjects are set for an entry for studies after the educational qualifying level of junior specialist?
For the competitive selection of persons who on the basis of complete universal education enter in studies for the receipt of educational qualifying level of junior specialist, the points of certificate of the Ukrainian center of evaluation of quality of education (results of preliminary examinations, creative competitions) are taken in of two subjects according to a list which is resulted in addition 2 of Terms of reception to higher educational establishments of Ukraine.
For the competitive selection of persons who on the basis of base general secondary education enter for studies for the receipt of educational qualifying level of junior specialist, the results of entrance tests are set of two subjects according to a list which is resulted in addition 2 of Terms of reception to higher educational establishments of Ukraine.
18. What competitive subjects are set for an entry for studies after the educational qualifying level of bachelor (specialist, master's degree of medical and veterinary medical directions)?
For the competitive selection of persons who on the basis of complete general secondary education enter to higher educational establishments for the receipt of educational qualifying level of bachelor (specialist, master's degree of medical and veterinary medical directions), the points of certificate of the Ukrainian center of evaluation of quality of education (results of preliminary examinations, creative competitions) are taken in from three subjects according to a list which is resulted in addition 1 of Terms of reception to higher educational establishments of Ukraine. The first and second subjects are obligatory. Third subject of specified in addition 1 is elected by an entrant, but for the cases when such subjects is specified in addition 1 or by the decision of admission commission of higher educational establishment.
19. What entrance tests must be made at an entry for studies on the educational qualifying level of specialist, master's degree?
For entrants on the educational qualifying level of specialist, master's degree, the professional entrance tests are made on the basis of base or complete higher education.
At an entry on the educational qualifying level of master's degree an entrance examination on a foreign language is obligatory.
The list of indexes of competitive selection, terms and order of professional tests, is determined by the rules of reception to higher educational establishment.
20. Which university entrants must pass a creative competition?
A creative competition is a form of entrance test with the purpose of which is made verification and evaluation of capabilities of a person for creative activity. Creative tests are organized for entrants according to the directions (specialties) of areas of knowledge: art, culture, physical education, sport and health of man, building and architecture, journalism and report, publishing business, and specialty «Orthopedic Stomatology» on the educational qualifying level of junior specialist.
21. How are the results of creative competitions estimated?
Results of preliminary examinations and creative competitions for entrants, who enter on the basis of base general secondary education, are estimated by a 12-level scale.
Results of preliminary examinations and creative competitions for entrants, who enter on the basis of complete general secondary education, are estimated on a scale from 100 to 200 grades.
22. What is a competitive grade?
A competitive grade is a final amount of grades of entrant, in which are included the results of evaluation of his knowledge, abilities, skills, capabilities of competitive subjects, creative competitions, professional examinations, and other indexes specified by these Terms and rules of admission to higher educational establishment.
23. Who organizes the admission of entrants to higher educational establishment?
Organization of admission of entrants to higher educational establishment is carried out by an admission commission, structure of which is approved by the order of leader of higher educational establishment who is its chairman. The admission commission works accordion to positions about the admission commission of higher educational establishment, ratified by its leader.
24. Where can one read a license for realization of educational activity, certificates about accreditation of the proper direction and rules of admission to higher educational establishment?
The entrance rules and reports about the licensed volume must be promulgated on the informative stands of the admission commission and on the official web-site of higher educational establishment not later than on the second working day following after assertion/improvement or after a receipt of the proper report.
25. When and where is it possible to get to know a number of vacancies as for a government order which is set for a higher educational establishment?
A number of vacancies as for the government order on every direction (specialty) and educational qualifying level, including report about a number of vacancies without competition and a special purpose reception must be promulgated on the informative stands of admission commission and on the official web site of higher educational establishment not later than the second working day following after assertion/approval or receipt of the proper report notes.
26. What categories of entrants have a right for admission without competition?
A right for admission without competition is provided for:
The persons who have such right in accordance with Law of Ukraine «About the status of veterans of war, guarantee of their social defense»;
The children-orphans and children deprived of paternal care, and also the persons in age from 18 to 23 in accordance with the decision of Cabinet Ministry of Ukraine dated 05.04.94, N 226 «About the improvement of education, studies, social defense and financial providing of children-orphans and children deprived of paternal care» (with amendments);
The invalids of I and II groups and children-invalids under age 18, for whom the studies on selected direction (specialty) is not contra-indicated in accordance with Law of Ukraine «On bases of social protected of invalids in Ukraine»;
The persons who in accordance with Law of Ukraine «On status and social defense of citizens which suffered as a result of the Chernobyl catastrophe» have such right;
The persons who in accordance with Law of Ukraine «On the increase of prestige of miner's labour» have such right;
The children whose parents perished or became invalids on coal mining enterprises, at an entry for studies after mining specialties in accordance with Decree of President of Ukraine dated 19.05.99 N 524 «About a government help to the children who study on mining specialties whose parents perished or became invalids on coal mining enterprises»;
The children of the servicemen of Military Forces of Ukraine, other soldiery units, workers of law enforcement agencies who perished during implementation of official duties, in accordance with Decree of President of Ukraine dated 21.02.2002 N 157 «About additional measures on strengthening of care about the defenders of Motherland, their legal and social defense, improvement of military-patriotic education of young people»;
The members of families of miners and emergency detachments, who perished as a result of failure on a leasing enterprise «Coal-Mine of the name of O.F. Zasyad'ko» (decision of Ministry Cabinet of Ukraine dated 09.01.2008 N 6).
27. Is there a quota set for the persons of favorable categories?
A number of vacancies for the persons, who have a right for admission without competition is set by the admission commission of higher educational establishment with accordance to the Ministry of education and science, the young people and sport, and must not be more than 25 percents of the government order for every direction of training (specialty), provided to the higher educational establishment.
In case if such quota is set, the admission of persons takes place after a competition in accordance with the competitive rate of entrant.
28. What categories of entrants have a right for primary admission (in case of the even amount of competitive rate)?
The persons to whom in accordance with Law of Ukraine «About the care of childhood» such right is provided;
The persons to whom in accordance with Law of Ukraine «About social and legal defense of servicemen and members of their families» such right is given at entering into higher soldiery educational establishments and military subdivisions of higher educational establishments;
The persons to whom in accordance with Law of Ukraine «About bases of social protection of invalids in Ukraine» such right is given;
The persons, who live on territory of settlement to which in accordance with Law of Ukraine «About the status of mountain settlements in Ukraine» is given a status of mountain settlement;
The persons to whom in accordance with a Decree of President of Ukraine dated 21.02.2002 N 157 «About additional measures on strengthening of care about the defenders of Motherland, their legal and social defense, improvement of military-patriotic education of young people», such right is given;
The persons, to which in accordance with a Decree of President of Ukraine dated 12.09.2007 N 849 «About the decision of national security and defensive of Ukraine Council dated Septembers, 4, 2007 «About basic directions of the financial providing of measures on the increase of standard of life of population in 2008» such right is given;
The graduating students of senior school (complete general secondary education), recipient of an award the gilded or silver medal, at an entry on the basis of complete general secondary education;
The graduating students of basic school, who have a certificate of base general secondary education with a higher level (at an entry for studies on the basis of base general secondary education);
The entrants to whom this right is provided by Rules of admission to higher educational establishment.
29. Is it possible to take part in a competition on the budgetary form of studies on an educational qualifying level, if you are already obtaining it in other higher educational establishment?
No. It is possible only on condition of expel from other higher educational establishment.
30. If an university entrant has a certificate about the receipt of complete general secondary education, and also a diploma of certain educational qualifying level, from what document a general grade is taken into account while entry to the first course?
It is taken from a certificate, if he enters on the basis of complete general secondary education.
31. Is it possible to reckon to this category the persons - graduating students of past years (till 2007) of university entrant who graduated from the higher educational establishment of I-II of level of accreditation on the basis of base secondary education in 2008, getting a certificate, and a diploma of junior specialist, although he actually got complete general secondary education in 2006?
No, because he got a document of complete general secondary education in 2008.
32. Is it possible to take in the university entrants according to the result of entrance tests who received a complete general secondary education in 2007 and prior, but who registered and passed an external independent evaluation of educational disciplines in 2008, 2009, 2010 and have grade below 124 points in the certificate?
Yes.
33. Is it possible to take part in a competition for the distant form of studies, if a university entrant did not pass the exams for any selected direction of training of daily form of studies?
It is possible only on condition of general limitation - five higher educational establishments, in each of them there should be three directions of training (a total number of directions of trainings in which an university entrant can take part in a competitive selection regardless of form of studies is 15, but on the same direction of training it is possible to take part in a competition both on the stationary and distant forms of studies).
34. Is it possible to get the doublet of certificate of external independent evaluation?
Yes. For this purpose it is necessary to appeal to the nearest regional center of evaluation of quality of education.
35. If an entrant has already presented the documents for participating in a competition to the five higher educational establishments and in each of them on three directions of studies, and then changed his mind, can he take away documents and give documents to one higher educational establishment on other direction of studies?
No. An entrant can take away his documents, but he will take part in a competitive selection with less number of directions of training and to a less number of higher educational establishments.
36. If an entrant wants to enter on the basis of the already obtained educational qualifying level, is it needed to pass the external testing?
The higher educational establishments have a right to accept to the first course (with the brief term of studies) or to the second course (with the normative term of studies into vacant places) the persons who got the educational qualifying level of a skilled worker, for obtaining the educational qualifying level of junior specialist on condition of entry to similar specialty.
The higher educational establishments have a right to accept to the first course (with the brief term of studies) or to the second (third) course (with the normative term of studies into vacant places) the persons who got the educational qualifying level of junior specialist, for the receipt of educational qualifying level of bachelor (specialist, master's degree of medical and veterinary medical directions) on condition of entry to similar direction of studies. An entry takes place as a result of professional entrance tests which are set by a higher educational establishment.
37. What is the level of least grades in the certificate of the Ukrainian center of evaluation of quality of education (preliminary examinations)?
The value of the least grades of every subject in the certificate of the Ukrainian center of evaluation of quality educations (preliminary examinations) with which an entrant can be accepted to participating in a competition or taken in for studies out of competition makes 124 points of non-core and core subjects.
In some cases a higher educational establishment by decision of admission commission allows to participate in a competitive selection for an entry on the studies the entrants who provide the certificate of the Ukrainian center of evaluation of quality of education, amount of points of which from one of non-core general subjects, specified by the rules of reception to higher educational establishment, is below 124 points, provided the amount of point of core general subject in a certificate is not below 170 points.
38. Can a higher educational establishment set a higher amount of points of the certificate for core subjects?
A higher educational establishment for some directions (specialties) can set a higher amount of points of certificate on professional subjects with which an entrant is admitted to participating in a competitive selection for studies which should be necessarily registered in the rules of reception to higher educational establishment.
39. Which documents are subject to nostrification?
At acceptance for studies for obtaining the educational qualifying levels of specialist, master's degree, on the basis of base or complete higher education of persons who provide a document about the obtained abroad educational qualifying level, a procedure of nostrification of documents about the obtained educational qualifying level is obligatory, it is to be made by Department of Education and Science, of youth and sport, in accordance with established procedure. Nostrification of this document should be carried out during the first-year of studies.
40. How can one enter a non-residence form of studies?
The in put to non-residence studies is made in obedience to Statute about organization of non-residence studies in higher educational establishments of Ukraine, ratified by order of Department of education dated 08.12.95 N 340, registered in Ministry of justice on 03.01.96 under N 1/1026.
41. Who is admitted after interview?
By result of interview the persons are admitted to higher educational establishment, to who by Law of Ukraine «On status and social defense of citizens who suffered as a result of the Chernobyl catastrophe» such right is given.
Persons, who by results of interview are not recommended to be admitted to studies, have a right to take part in a competition on general principles, if they gave an admission commission the certificates of the Ukrainian center of evaluation of quality of education.
42. What terms of admission for the participants of international Olympiads?
The participants of international Olympiads can be admitted without competition to higher educational establishment on condition of presentation of certificate of the Ukrainian center of evaluation of quality of education with the amount of points not below minimum level for terms, if they enter for directions of trainings, for which a professional one is an entrance test of subject, of which they took part in an international Olympiad.
43. What additional points are counted for the prizewinners (to the persons who are the recipient of an award the diplomas of I - III degrees) of the IV stage of the All Ukrainian student's Olympiads of main subjects and prizewinners (the persons who are the recipients of an award the diplomas of I - III degrees) of the III stage of the All Ukrainian competitions - presentation of scientific research works of students - members of the Small Academy of sciences of Ukraine?
The prizewinners (the persons recipient of an award the diplomas of I - III degrees) of the IV stage of the All Ukrainian student's Olympiads of main subjects and prizewinners (the persons recipient of an award the diplomas of I - III degree) of the III stage of the All Ukrainian competitions – presentation of scientific research works of students - members of the Small academy of sciences of Ukraine that took place in current educational year< according to a list specified by Department of education and science, young people and sport, an additional point is set for to the competitive points at an entry on the basis of complete general secondary education terms, if they enter on directions studies for which a core one is an entrance test of subject of which they are the prizewinners
The volume of additional points set for:
the persons awarded with the diplomas of I degree, - 50 points;
the persons awarded with the diplomas of I² degree, - 40 points;
The persons awarded with the diplomas of I²² degree, - 30 points.
An additional point is set only if there is one of the conditions listed above.
44. Are there additional points which are given to the entrants who finished in the year of entry the preparatory courses, training and others like that?
To the persons of the professionally oriented young people, who in the year of entry finished the preparatory courses (departments, faculties of prior training) of higher educational establishment, for an entry on the basis of complete general secondary education to this higher educational establishment for studies on natural mathematical and engineer-technical directions of training (specialties) at an entry to the proper direction of training (specialty) of this higher educational establishment is added up to 20 points (up to 2 points - at an entry on the basis of base secondary education) as a result of final attestation.
The noted norm is valid if the period of studies makes not less than 150 audience hours and period of studies is not less than three months.
45. Can a person with the limited physical abilities (invalids of I and ²² groups, children-invalids) to enter the selected higher educational establishment after preliminary examinations?
The persons of the noted category take part in a competition on own choice: as a result of preliminary examinations on competitive subjects in higher educational establishment or as a result of external independent evaluation. The combination of these tests is possible.
46. What categories of entrants have a right to take part in a competition only as a result of preliminary examinations on competitive subjects in higher educational establishment in case of their abstention during the year of entry in an external independent evaluation?
Such right is provided for:
The servicemen of Military Forces of Ukraine, other soldiery units formed in accordance with the laws of Ukraine, and also enforcement authorities of the special purpose and Government special service of transport, who are on military urgent service, - at entering to the daily form of studies into higher soldiery educational establishments and military educational subdivisions of higher educational establishments;
The citizens of Ukraine who has retired from military service in the year of entry to higher educational establishment;
The servicemen of ordinary, non-commission officers and petty officer units, who are on military service by contract, - at an entry to the extra-mural form of studies;
The persons, who have diseases, indicated in the list of diseases which can be an obstacle for passing the external independent evaluation by citizens set by Department of education and science of Ukraine and Ministry of health Ukraine, for whom the Ukrainian center of evaluation of quality of education can not provide passing of independent external evaluation of educational achievements.
47. An entrant belongs to the category of university entrants who have a right to take part in a competition as a result of preliminary examinations that higher educational establishment makes (item 8.2. of Terms of admission to higher educational establishments of Ukraine). Can he make an entrance test in higher educational establishment, if he passed an external independent evaluation in current year?
No. Only the categories of entrants, who are noted in Item 8.1. 8.3, 8.4 of Terms of reception, have such right. The category of entrants, noted in Item 8.2, has a right to make preliminary examination only if they did not pass an external independent evaluation in current year.
48. If an entrant who is a citizen of Ukraine received a complete general secondary education in 2011 abroad, how can he enter to higher educational establishment?
He has a right to take part in a competition by a result of external independent evaluation or by a result of preliminary examinations on competitive subjects in higher educational establishment according to his own choice.
49. If an entrant has received a complete general secondary education in 2007 and prior, how can he take part in a competition?
He can take part in a competition by a result of external independent evaluation or by a result of preliminary examinations of competitive subjects in higher educational establishment by his own choice.
50. Can the entrants enter the higher educational establishment, if in competitive subjects they have less than 124 points in a certificate?
A higher educational establishment by a decision of admission commission admits to participating in a competitive election for entry to the studies the entrant who gives the certificate of the Ukrainian center of evaluation of quality of education, which amount of points of one non professional subjects, specified by the rules of reception to higher educational establishment, is below 124 points provided the amount of points of a core general subject noted in a certificate, is not below 170 points.
